Buy a bpc from escrow - 1 run will do. look at mineral requirements in info on bpc. get those minerals in your hangar right click on the bpc and pick manufacture. pick a free slot accept quote wait however long it says get ship :)

0.1 to 1.0 is empire space, broken down into 0.1 to 0.4 classed as 'low sec' (sentry guns, no police) and 0.5 to 1.0 being named 'safe space' ( sentry guns and police). 0.0 is just free for all. no police, no sentry guns.

If it is only 6 units of soothsyaer, ask in local to see if any agent runners have some in the same station. I know one of my alts has a large selection of drugs, and would be happy to give them to anyone in same station.
